Delete Silence - Digital Silence will remove the zero-samples only. It seems like your tracks did not have any.
You can change to Silence Removal Threshold (-60 dB FS is default) to remove low amplitude silence.

Please tell me, what were the parameters for the silence removal threshold in previous versions? Both the maximum and minimum values. Silence removal varied in different updates, and I'd like to standardize my entire music collection.
Somewhere you mentioned that -70 is the default, in other responses -60, and on the 'DSP Options' page, it says -80. Please help me understand

- New default is -60 dB FS
Threshold
Adjust the threshold value of the silence removal from -80 dB FS to -20 dB FS.
-80 dB FS being near to the digital silence (0.01 % of the 0 dB FS peak) and -20 dB FS (10 % of the 0 dB FS peak)
