Please explain why it isn't possible to set a maximum of 320 when using VBR and MP3?

Because the maximum MP3 bit rate is 320 kbit/s it is not possible to encode VBR 320 kbit/s (it would be CBR).

You can encode to CBR 320 kbit/s if you want the absolute maximum MP3 audio quality and don't care about the file size.

220...280 kbit/s is the tested average bitrate of mixed type music with maximum VBR audio quality. The actual bit rate may vary depending of the audio complexicity. It can be near 320 kbit/s for some music and as low as 200 kbit/s with some other music.

if you need higher quality then MP3 320 you must change to FLAC/WAV (lossless) or Opus 512/Channel (means 1024 for stereo)
